LOTOS Group S.A. (hereinafter referred to as the “Contracting Authority”) would like to invite you to the partner selection process for:
EXECUTION IN THE EPC FORMULA OF THE EXTENSION OF NB03 ON SPOT LOADING FACILITY FOR RAIL CARS
A detailed description of the subject of this Request for Quotation is included in Annex 1 (Detailed Description of Works) to this Request for Quotation.

The estimated execution deadlines for the subject of the Request for Quotation:
Start: on the contract signing date, the estimated contract signing date – I Q of 2021
End: within 13 months after contract signing
Remark: Contracting Authority reserves the right to withhold the Works performed by the Contractor under signing Contract but not longer than all together 120 days This time of withholding the Works by the Contractor’s Authority request will automatically prolong the time to execute the Contract by the Contractor with no delays on his fault.

Before preparing the Offer, the Contracting Authority invites Contractors for a site visit and familiar with the Annex 1.3 of the RFQ Documentation Archival number 35604: Concept Design for the expansion of the NB03 loading facility with the capability of filling of the following products: crude petrol, JET-A1 aviation fuel, slack sulphur at the Grupa LOTOS S.A. refinery in Gdansk and 1.4 -Explosive areas for NB03 loading facility that will be available only after signing the NDA Agreement that constitutes Annex no 11 to this RFQ.
Participation in the site visit and familiar with the Annex 1.3 and Annex 1.4 is obligatory for each Contractor.
The offer of the Contractor that has not followed the mandatory site inspection and familiar with the Annex 1.3 and Annex 1.4 shall be rejected for formal reasons.
On-site visit shall take place until January 8th 2021.

Questions related to the Request for Quotation shall be answered by the Chairman of the partner selection committee,only via the Procurement Platform.
Questions(including questions related to the Contract draft) may be submitted only through the Procurement Platform,not later than on January 14 th 2021 until 4:00 pm.
Answers to questions submitted until the aforementioned deadline shall be forwarded to all Contractors confirming the receipt of the Request for Quotationusing the Procurement Platformand declare their intention to participate in the procedure.
Questions and requests submitted after the indicated date and time shall not be processed further.

The Contractor shall be obliged to read the information provided in the Request for Quotation and in documents attached thereto thoroughly and use such information as the basis for Bid preparation.
The Contractor interested in the topic should:
a) send a receipt confirmation for the Request for Quotation, using only the Procurement Platform;
b)submit the Bid, using only the Procurement Platform, until January, 29th 2021, until 4:00 pm.

The Bid should be:
a)prepared in Polish or English.
b)signed by a person/persons authorised to represent the Contractor.
c)submitted via the Procurement Platform only, denoted as „Bid no. WU/208/2020/PB” and divided into:
•the commercial bid,
•the material (technical) bid.
